The state enterprises known for the low productivity and cheap fakes, struggle for a survival. Since 1998 from these enterprises it has been dismissed 28,5 million workers that has led to social excitements and political instability in all стране.5 On the other hand, actively operating private sector of economy of China has drawn attention of many companies from all world, the volume of direct foreign investments has sharply increased after 1992 of Special attention the increased investments put in economy of China by investors-Chineses from Taiwan, Hong Kong and Singapore deserve. These investors perceive China as a source hardworking, nizkooplachivaemoj a labor, - the goods which becomes more and more rare in their countries. Lately the big Chinese cities have endured rough economic development that it is impossible to tell about rural areas of the country in which is about 900 million inhabitants. Elimination of increasing rupture between a standard of living rural and urban population of China - here the primary goal to solve which it is necessary to leaders of China.
